The Hong Kong Police Force and the Hong Kong Federation of Youth Groups (HKFYG) jointly launched the “Youth No Scam Protection Hub” at an opening ceremony officiated by the Commissioner of Police, Mr Chow Yat-ming today (January 29). Executive Director of the HKFYG, Ms Hsu Siu-man; Chief Executive Officer of the Greater Bay Area Homeland Youth Community Foundation, Mr Yang Bin; Executive Director of the Hong Kong Monetary Authority, Mr Raymond Chan; Risk Officer of AlipayHK, Mr Fabio Tsang; criminology expert, Prof. Wong Sing-wing; and Principal of Catholic Ming Yuen Secondary School, Mr Chau Lai-ming also served as officiating guests.
Speaking at the ceremony, Mr Chow pointed out that scams have become a global challenge, with victims extending from adults to teenagers. The Police handle cases involving students almost on a daily basis. In 2025 alone, over 2 500 students fell victim to scams. The total losses exceeded HK$200 million.
The Commissioner of Police emphasized that anti-scam efforts brook no delay. Various sectors of the society and dedicated individuals are already actively promoting anti-scam initiatives. They want to organize anti-scam efforts and support young victims of deception by scientific and data-driven approaches. The “Youth No Scam Protection Hub” has been established to embody the shared mission of cross-sector collaboration in combating scams and safeguarding young people.
He further noted that the “Youth No Scam Protection Hub” brings together the efforts from law enforcement agencies, social welfare agencies, financial and payment institutions, academia and other sectors to jointly build a cross-sector, complementary and sustainable anti-scam ecosystem. Through education, support and research across multiple dimensions, the platform addresses the scam risks faced by young people and elevates anti-scam work from passive response to proactive guardianship to realize the vision of “YOUTH-NO-SCAM”.
The operating expenses of the platform is funded by the Greater Bay Area Homeland Youth Community Foundation. While the platform is co-organized by the Police and the HKFYG, it has also invited institutions and experts from various sectors to join its advisory group, collectively advancing anti-scam efforts and demonstrating the commitment to protecting young people by cross-sector collaboration.
The opening ceremony coincided with the inaugural “Youth Anti-Scam Forum”, moderated by Superintendent of the Commercial Crime Bureau of the Hong Kong Police Force, Ms Lee Wai-see. Chief Superintendent of the Commercial Crime Bureau, Mr Wong Chun-yue; Deputy Executive Director of the HKFYG, Mr Chan Man-ho; and Principal of Catholic Ming Yuen Secondary School, Mr Chow Lai-ming explored the latest scam tactics, analysed scammers’ behaviour and covered other topics, and held discussions with youth representatives to further advance anti-scam education.
