Establishment of a Task Force

We have carefully considered the Audit Commission’s recent report on the Youth Hostel Scheme and take both its findings and the public concerns it raises seriously. We are grateful for the opportunity to reflect on how we can strengthen our practices and stewardship of public resources.   Our representatives met with the Home and Youth Affairs Bureau (HYAB) yesterday (5 May) to discuss the Report and to begin setting out our follow-up actions in response to its recommendations.   We accept the recommendations and note the improvement measures being taken forward by the HYAB. We are committed to working closely […]

Reponse to the Report No. 86 of the Director of Audit

The Federation takes seriously the recommendations in the Audit Commission’s Report on the Youth Hostel Scheme and is carefully reviewing them.   We have always upheld the principles of legal and regulatory compliance and fiscal prudence. As the first project under the Scheme, PH2 has adhered to our established procurement, tendering and quotation procedures, with all decisions assessed fairly against technical requirements and pricing, which are supported by proper documentation.   The project was implemented during a period marked by social unrest and the pandemic, which created significant logistical and operational disruptions. Procurement of furniture and equipment also incurred extra […]

Paving pathways to publication: Professional Publications Unit

In Hong Kong, the dream of writing a book often stalls before it even begins: publishers rarely consider submissions without a complete manuscript. This is an almost impossible ask for a student still in school. And it is the very reason why our Professional Publications Unit started the School Young Writers Nurturing Programme, built for secondary students hoping to turn their stories, fiction or non-fiction, into published books. Participants are guided from their first idea to a finished book over nine months, honing their craft through writing workshops, training camps, literary walks, and one-on-one mentorship from esteemed writers and creatives, […]

Finding meaning beyond addiction: Youth Crime Prevention Centre

After years on the frontline, our Youth Crime Prevention Centre saw a gap: Just telling young people that drugs are dangerous won’t always work. Looking for new ways of intervention, research led them to the Meaning Centred Approach, a methodology developed by a Canadian psychologist to help those in hardship find hope, purpose and direction. In partnership with City University of Hong Kong and with funding from Beat Drugs Fund, the team created Project MAP in 2020, a locally adapted framework tailored for young people caught in cycles of addiction. Pioneering the approach, social workers dared to ask deep questions, […]

Starting social emotional learning early in primary school: Student Guidance Team

“We used to only see secondary students having emotional crises, but now it’s also happening to higher primary students.” The observation made our Student Guidance Team ask: Rather than responding to crises, could they prevent them? This later led to the Jockey Club “Playful Minds” Social Emotional Learning Programme, Hong Kong’s first gamified SEL initiative designed specifically for Primary 3 and 4 students, co-developed with Hong Kong Shue Yan University. Armed with this framework, our team of social workers brought emotional literacy to classrooms through games, stories and lovable animal characters, from Moo Moo the fiery cow to Blue Blue […]

The decade behind our youth think tank: Youth I.D.E.A.S.

Ten years ago, our Youth Research Centre set out to build from scratch Hong Kong’s first-ever youthled thinktank, Youth I.D.E.A.S. It all started with a simple idea: young people care deeply about society and deserve a platform to channel that passion into constructive change. A decade on, the platform has brought together more than 200 socially conscious tertiary students and young professionals who share the belief that change comes through research and advocacy. Together, they have since put forward 85 research reports and over 360 policy recommendations, around 10% of which have been adopted by the government. Members commit to […]
