Leadership 21
Leadership should not only be considered an inherent part of an individual's make up. It is also a skill that can be learnt, nurtured and cultivated. Education and experience are the cornerstones of leadership development and it is these two elements that Leadership 21 offers to the young people of Hong Kong.
The 21st century has ushered in the era of a knowledge-based society, where ability and competency in analyzing social, political, cultural and even technological issues of the day, are crucial for success. The ability to translate understanding into action forms the axis around which leadership skills revolve. Knowledge, however, is not time-bound, but is an endless pursuit, thereby making life-long learning crucial to the development of strong and able leaders.
It is therefore imperative that the youth of today, who will be the leaders of tomorrow, be given the opportunity to receive leadership training as early as possible. Their sense of commitment and passion to lead must be encouraged and nurtured to ensure that they look to the future with the confidence to face challenges and change.
The Hong Kong Federation of Youth Groups' pioneering project in leadership training and development is Leadership 21. From laying the ground work in October 1999 to becoming fully operational in April 2000, Leadership 21 has organized a variety of programmes and courses, Its target groups are young people between the ages of 15 and 34, who have either already demonstrated leadership potential or who are interested in developing leadership skills. Systematic, comprehensive and holistic methods are used to facilitate their training and development.
Objectives
Through diverse modes of training, Leadership 21 trains youth leaders to:
- Be concerned with, and committed to the development of the nation and society
- Be willing to pursue life-long learning, and be able to master the changes in a knowledge-based society
- Develop a vision and to build a global network of liaison and exchange
- Be able to think critically and independently
- Nurture creativity and adaptability
- Contribute in building an equal, just and harmonious society, leading to the sustainable development of Hong Kong
Target
Students of secondary schools and universities, and young volunteers, community leaders and executives, between the ages of 15 and 34
Types of Courses
Between 2001 and 2002, Leadership 21 organized 15 Certificate Courses of Leadership Training for more than 10000 youth leaders. These Certificate Courses included:

- Two courses for Youth volunteer Leaders:
- Basic certificate Courses for Youth Volunteer Leaders
- Four Courses for Youth Community Leaders:
- Advanced Certificate Course for Youth Leaders
- Youth inLegCo - Basic Certificate Courses for Youth Community Leaders
- Youth in LegCo - Intermediate Certificate Course for Youth Community Leaders
- Two courses for Youth Instructors:
- Certificate Leadership Courses for Gifted Students
- Certificate Leadership Course for Students of the Hong Kong Institute of Education
- Certificate Course on /social Policy Analysis with Special Reference to Town Planning for Hong Kong 2030
Learning Mode
The training courses are professionally and meticulously designed and delivered so as to be relevant for the 21st Century. The content, visionary in scope, aims to widen the horizon of the participants: intellectually and practically. Offering training through different methods, leadership skills can also be developed in a variety of ways:

to develop teamwork and problem solving skills in experiential learning

to develop and experience enriching exposures and networks.
